You will need to pay for the domain name, however you may be able to get the hosting for free.
What is it anyway, domains and hosting are so cheap these days, even a kid could afford it.
Example of such hosts, though i haven’t tryed all of them.http://www.one.com/http://www.godaddy.com/
Claims free hosting, try them if you want.http://www.freebiehost.net/http://www.doteasy.com/http://www.freewebsites.com/http://www.0catch.com/http://www.topcities.com/http://www.2ip.com/index.htmhttp://www.freewebpage.org/http://www.250free.com/http://www.5gbfree.com/http://www.absolutely-free-hosting.com/
Last but (not least), do a search for free hosting on google like so: http://66.249.93.147/search?hl=en&q=free…
Edit: With what right are you presenting such demands? Perhaps you should considre if your demand was legitimate.
There is no way, that we can keep track of all the companys, and websites which open up, as soon as some unknown site opens, it would render our answers outdated.
In any case, i just added another site to the top of the list, which claims to give you a free domain, i would strongly advice you to read their TOS, and make shure they don’t claim the rights to the domain, or any of the content you upload to their servers.

Most kids have some kind of income, most of them would also be able to afford the domain, and hosting. I wont recommand free hosting to anyone, who can afford to pay for their hosting. Have you even looked at the prices?
